National E-Payment Portals

A typical Government Service in West Africa requires an application and payment for the service on site. Long queues, complicated bureaucracy, and lack of efficiency are some challenges that currently characterize these services. Introducing online application and payment for services is an important step in the process of public service reforms. A successful government online service will shorten queues, encourage payment for government services, increase the public accessibility and will eventually increase the volume of business between the government and citizens.

The Ministry of Finance and the National Information Technology Agency (NITA) in Ghana are leading the implementation of an e-Services and complementary e-Payment Platform. The Platforms will facilitate the online payment for various government services, taxes, fees as well as physical goods like (surveys, plans, brochures, maps etc.).

In December 2011, Aya won a public tender to provide the e-Payment Platform under an eGhana initiative funded by the World Bank.

Aya is currently deploying a real time e-Payment solution for:
  • Payments of fixed fees, such as driver’s license renewal, company registration fee or passport renewal fees
  • Payment for tangible goods, such as government publications, viewed and selected through a catalogue
  • Services payments – payments for government services needed by the citizen (land registration, company registration, passport request etc.)
  • Payment for Ad hoc charges, duties taxes and fines such as fines assessed by motor traffic court, or duties and penalties payable at the customs point

Supported payment methods are:

  • Cash & Cash Vouchers, Cheques (Payall)
  • Debit/Credit Cards (Visa Electron, Visa, MasterCard, etc.)
  • Mobile Wallet Accounts (MTN Mobile Money, TiGO Cash, Airtel Money, etc.)
  • Direct Debit/Bank Transfer via GhIPSS Integration
